BACKGROUND INFORMATION

What is CORPS?

For more than 76 years the Wage and Hour Division has been working to ensure compliance with federal labor laws, always striving to ensure a fair day’s pay for a fair day’s work.

Our Community Outreach and Resource Planning Specialists (CORPS) based in our offices around the country are another critical resource. These specialists engage communities in dialogue about local industry practices and labor concerns, and provide training and resources to employers, their associations, worker advocates and other stakeholders.

Why are we scheduling these meetings?

CORPS specialists are important liaisons between workers and the Department of Labor’s Wage and Hour division, responsible for enforcement of labor laws and the protection of working people against unscrupulous employers or those employers who are ignorant of labor laws.

We are reaching out to CORPS specialists across the country to start to build a relationship between the specialists and IWJ-affiliated worker centers and faith-labor groups. These relationships will help streamline the process for reporting workplace violations and giving the network as a whole the opportunity to organize sustained national campaigns. The goal of these meetings is to build a proactive partnership between the Wage and Hour Division’s CORPS staff and community partners that focus on action, not just education.

What resources are available for planning these meetings?

IWJ staff has reached out to all CORPS staffers, who have agreed to travel and meet with affiliates; the meetings just need to be scheduled by each affiliate. The IWJ Wage Theft Working Group has put together this toolkit with resources, as we had discussed in our last network call. If you need additional assistance or have questions, please contact Maria Torres at mtorres@iwj.org. 

PROCESS GUIDE

Have you scheduled your CORPS meeting?

  • YES! Great work! Please make sure to review the “Affiliate Follow Up” section at the top of page 4 of this toolkit. 
  • NO. But we are going to! What do I need to do?

1.     First, you need to identify which CORPS Office is closer to you. For this, go to pages 3-8, find your region and locate your closest CORPS office.

2.     Here is a phone call script you can use to begin the conversation when you try to schedule the meeting:

“Hello, my name is ____________________ and I’d like to schedule a meeting with our regional CORP Specialist. My organiziation advocates and fights for workers in our area, and we would like to build a proactive partnership with your office to better address workers’ rights.”

  • They may ask ask for your contact info and organization’s name. Make sure to mention you are an affiliate of Interfaith Worker Justice, and that IWJ staff has already reached out to all CORPS offices.

3.     Once you have scheduled your meeting, here is a suggested template agenda you can use and tailor to your needs/ context: 

Template Agenda for Meetings with CORPS Officers

Goal: develop and strengthen relationships between IWJ Affiliates and regional CORPS specialist, to effectively support workers and ensure a fair day’s pay for a fair day’s work.

1. Introductions

a. Share some of your recent history and success stories.

2. Ask CORPS specialist to explain their role, function, and powers

a. How can we work together?

3. Role of worker centers in complaint process

a. Share horror stories of workers who have filed complaints

b. Explain how and why worker centers need to be formally involved in the complaint process of its worker members

4. How can we improve targeted enforcement?

5. Review commitments, and if possible, schedule a future meeting.

NOTE: If you have reached out to your CORP Specialist more than once and had not received a response, here are some ideas of what you can do: 

  • Organize a phone bank: have several of your members and/or staff call and e-mail the CORP Specialist, until you receive a response.
  • Reach out to the IWJ national staff, and we can help you find out the office address for your CORP office. If it is nearby, maybe you can plan a visit. Contact Maria Torres at mtorres@iwj.org, and we’ll let you know the location that is closest to you.
  • Organize a delegation to visit the CORP office on November 18, the Wage Theft Day of Action or any other day that is convenient for you.
